The guy is partially admitting it was his fault in his offer to pay $250. You need to run with that! Show him the pictures you have when you bought them which show the rims were good two weeks ago and also show him the pictures you took before you cleaned up the rim to show the damage. That along with the iphone pictures showing his machinelining up perfectly with the marks leave very little doubt as to what happened to those rims.
Show him the pictures and tell him that you will take him to small claims court. Then file the papers. If he does not cave in before hand, once he gets the notice to appear he probably will. I know it's a big hassel for you but it is for him too and knowing that his equipment caused the damage will probably get him to decide to go ahead and take care of them.
A statement from the dealer you bought the car from probably would not hurt either...
BTW, I vote for the alloy winter rims over the steelies. Who wants their car to look like crap all winter with rusting steel wheels or cheap plastic hubcaps? But let's not get that started again!!!!
