I'd start with some certified/registered mail to the corporate office professionally explaining the situation (copy sent to the store manager). A certified letter will get you evidence (the receipt) that someone actually received the mail at corporate. At the same time, I would send a certified letter (make copies of all of these!) to the manager declining his offer. He made you an offer, it is your job to not accept it. Some people get scared when they see registered mail. This guy does not seem too bright, he might get scared, too.
I would then try to contact a regional rep or manager, which could definitely benefit you. Again, a letter creates a paper trail (or even an email if you can get an address) that you can use later for evidence.
Meanwhile, I would be gathering some prices and opinions from a dealer, from a good refurbisher, and another reputable non-chain tire shop. Give a reasonable amount of time to hear back from corporate and from the regional rep. If you don't hear back, then go to small claims.
Small claims is a massive PITA, but this case seems to be worth it. They effed up your wheels, they are being d-bags about it, and they will most likely be made to pay. As others have said, the stupidest thing that guy could have done was offer you have, because that's totally an admission of guilt.
If they do try to work it out with you, try to deal with them for a reasonable amount of time to get what you deserve. If that doesn't work, then go to court. You're not gonna get new wheels. They might cut a check suitable for used rims, or they might pay for a full rehab (which can make them almost just as good as new) but don't expect new ones.
