I agree with Ian. You've given them the opportunity to resolve the matter. You may want to contact a regional manager one last time to see if he/she has any genuine resolution. I don't think I would take it any further than that though. Go to small claims court and let them decide what's fair.
As far as asking for brand new rims, that may be a stretch - your car is close to 5 years old. Now, I definitely think you should start there and see what happens, just don't get your hopes up. If you have to get the rims refinished, just do some research to make sure the shop you use is competent and reputable.
Good luck. I have no advice as to what to expect in court. You may find something online or speak to someone who has been there (or simply go and watch for an hour or so). Regardless, it looks like it could be an interesting experience for you. Let us know how it turns out.
