I would take his $250 and start looking for a set of used rims. You see them on here or on some of the other Saab boards from time to time.
Your car is driveable, so you don't have to rush. You might find something for $250, or you might have to kick in another hundred or two, but then you can keep the current rims for your snows.
I did a cheap refinish job on some rims that a detail shop damaged, and they never looked right. I wouldn't do that in any case.
To me, small claims court wouldn't be worth the hassle for the amount of money involved. I know you're pissed, and I would be too, but if you can get past it you'll be happier in the long run. Just keep in perspective that in the greater scheme of things, your loss was minor.
Look at it this way: you encountered incompetence, and your rims were wrecked. Lots of people encounter incompetence and end up dead.
