The numbers 60 and 360, in minutes, seconds and degrees come to us from the ancient Babylonians, because they operated in a base 60 number system. And since, the number 360 is very close to the number of days in a year and the mathematicians in that time were also their priests, it is not surprising that their was something mystical (to them) about 60 and its multiples. FWIW, they could have chosen a much worse number as 360 is divisible by 2,3,4,5,6,8,9,10,12,15,18,20,24,30,36,40 and more. That being said higher mathematics uses an angle measurement unit called radians which is a unit based on the ratio of a circle's circumference to it radius and not to some arbitrarily assigned number. Many mathematical calculations become MUCH easier when angles are measured in radians than in degrees. So yes there is a METRIC version of angle measurement. However, conceptually we hang on to 360 degrees as it works for most everyday use and it it far easier for children as they develop to be able to use concrete part of 360 rather than 2π. As far as SI vs. the "English" system, I would MUCH rather do things in SI. In order for the US to compete in the world market, the conversion will happen (and I would argue is happening) as it is difficult to sell non-SI items in parts of the world that are all SI. This is certainly a case where the market pushing the change is better than a mandated change. This realization is why the attempt to force the change failed, IMO.
