I'm price-conscious but I really don't like to cheap out on tires. They do make a huge difference in ride and handling, and the name brand tires generally do perform better, at least in the top-of-the-line models. I suspect the quality extends to a tire's ability to handle impacts like potholes without having issues.
I find that cheaper tires don't last as long and tend to get noisier sooner, so you can be saddled with noisy tires when there's still a lot tread left. Had a set of Uniroyals that saved $125 over the cost of some Michelins or Contis, but from 25-35K made the car sound like it had a couple of bad wheel bearings.
Buy good tires. Over 40K miles the cost difference isn't much.
