I worked in the industry - albeit decades ago ok but companies do have certain quality and manufacturing standards and most governments have a hand in making sure certain safety related standards are adhered to.
Tire making is both a labor and capital intensive process and the raw material cost is also significant and better tires cost more mainly because they use better material - as in higher grades and/or higher amounts of natural rubber, belt components and so on.
major brands as well as lesser known ones have to be vigiliant in making sure their tires meet certain quality specs irrespective of where they are made so as far as workmanship and raw material standards the same criteria would apply - how they are administered may be not as uniform but that's hard to say. We had a case where a tire failed quality inspection and upon further investigation every tire built by a certain individual was faulty and they pulled all stock they could from warehouses - yes each tire can be tracked to a certain machine as well as individual building the tire.
So I believe with tires it's more about the brand and model and less about where the tire is manufactured. But I wouldn't be all that surprised if the latest and greatest manufacturing equipment is perhaps kept away from China.
I am by and large a cheaptech but through experience I've found it's not cost effective to buy cheap tires - no matter where they are made.
