In general I agree with what you say but I don't think Kumho falls into the "fly by night...couldn't care less if they fold after a two year run" category.
I don't know when the company was founded, but back around 1993 when I worked as a mechanic, they were just breaking into the US market. A coworker of mine was sponsored by them and used their tires for road racing with very good results. I actually bought an unused set from him, used and abused them on my Audi for several years, and they performed and held up well.
But I will admit I don't know anything about the PA31 model specifically.
