Pricier tires are usually more expensive for reasons that go beyond the brand name. There are lots of places to save money when designing and making tires, and a company can still make money selling the cheap stuff. If one always drives conservatively and isn't especially sensitive to differences in ride and handling, Brand X Model Z tires are fine. But if you do more or want more, then you need better tires.
When you hear of tires that get bubbles after a pothole hit, or that get noisy after 25K or 30K miles, or that don't grip well on wet roads, those are reasons to question the value. I think this is true even for some of the low-priced models of tires from the big tire makers.
Like everything else, you pretty much get what you pay for.
