The driver's test shows you know how to drive a car, park it, keep it in a lane, and obey traffic signals. There is no proficency test for driving a manual.
Since you provide the car for the driver's test, it has whatever tranny you come with.
A majority of cars sold in the US are automatics, and I would say a great majority of people in the US can't drive a manual. But so what? Folks like that don't buy manual cars. And it's not like you have to grab the controls and fight the car back to safety in case the driver suddenly has a heart attack.
Not to mention, a lot of people can't drive an automatic, and it's not a coordination issue. Should a paraplegic not be able to drive because he/she can't shift? If you have severe arthritis in your legs, using a clutch can be beyond painful. This has been a sore point for me (pun intended), the implication that driving an automatic make you 'less of a driver'. There is a word disabled people have for those folks that aren't - 'temporarily abled'. Most of us will lose the capability to use one or more parts of their body at some time in their life.
