I lived in Germany for two years so just a comment on licensing there. The process is very expensive, lengthy, and thorough. In the classroom, you learn how a car actually works - from the engine to brakes to steering. You learn how the car is supposed to respond. Additionally there's how to change a tire and of course all the rules of the road. On the road, you drive in the city, rush hour and on the autobahn - during the day and night. If you want a motorcycle license, you wear a radio and the teacher follows and instructs you - again - day and night, all kinds of traffic. Compared to a few cones in a parking lot, the system we have here is ridiculous. But I suppose as long as a driver can manuever a school bus sized SUV into a drive through while on the phone - let em go!
