I am not - as you appear to be implying - saying that people who are disabled in any way should not be allowed to drive. Or that a man with a knee injury who drives an automatic isn't a real man ...
However, a driving license gives you the right to drive any car that fits a general description (which, in fact, includes just about all cars). Thus, I think that having such a license should mean that you are actually capable of driving any car which you have the right to drive.
If someone has a disability of some kind that makes him/her unable to drive cars of a particular kind there should be a mention of this on the license. My mother - rest her soul - had multiple knee surgery as a teenager, and when she subsequently got her license there was a special restriction limiting the max. weight of the vehicle from the standard 3500 kg to 2000 kg.
As for myself ... I have a disability that has also entailed a restriction on my license: spectacles / contact lenses must be worn ;o)
