A man who has a background in the oil industry and who received substantial campaign dontations from certain oil companies is unlikely to be committed to a Protocol or to policies in general which aim at reducing CO2 emissions and which promote energy conservation. It is all very well for him to argue that the science is 'flawed' or 'unproven' but let's not kid ourselves about his true reasons.
Bush has repeatedly stated that the US has an energy crisis and, ipso facto, needs to build new power stations and open new oil fields. IMHO the issue is one of the efficient use of energy rather than a deficiency in supply. The US is notorious for wasting energy (just look at what has come out of, and continues to come out of, Detroit) and would do better to address the demand side of the equation rather than the supply side.
Bush has stated quite clearly that the KP is not in the best interests of the US. This is a purely prudential justification motivated entirely from self-interest, rather than a regard for the collective best interests of the international community.
The goal of reducing greenhouse gases is a vital one. There are various means of achieving (or not!) that goal. Bush clearly disagrees with the means of the KP. What is not clear is whether he takes the goal itself seriously.
