The total immigrant to Canada from US between 1991-96 was 29,025, or a little less than 6000 per year (only the first four months of 96 was included, so I'm generous here and count it as five years)

In 1996, 15,825 Canadians immigrated to the US.
Now you consider that Canada has a population less than 1/9 of the US. More than 15k out of less than 30 million meant more than 1 out of 2000 Canadian successfully emmigrated to the US per year. Less than 6000 out of nearly 300 million works out to be 1 out of 50,000 American went through the trouble of emmigrating to Canada. Also please take note that Canadian immigration policy is more lax than that of the US since the 1970's. In summary, Canadians are 25 times more likely to move to the US than Americans heading the other way, despite the respective immigration policies of the two countries that would facilitate flow the reverse way.
Once again, OECD studies, or any other artificial governmental rankings, means exactly zilch. They probably gave heavy weight to the theoretical availabiilty of free health care, which many a relatively better off Canadians seeking medical service south of the border are proving an entirely different reality on the ground. It's a little like, do you believe the books of Enron or Bre-X (the fraudulent Canadian mining company that dug a big hole in many a Canadians' retirement plans) or do you believe the sustained price action in the market? I believe the price action, because books can be cooked, whether by out-right fraud like Bre-X did when the insiders added gold powder to the mineral samples or by the perhaps-legal-but-extremely-unethical subtlefuge like the crew at Enron did.
I sense a little touche of nerve here. Let me state again that I never intend to insult the Canadian people. I'm never a big fan of nationalism. BTW, I'd rather prefer the exchange not degenerate into name-calling.
