Here is an area where fuel cells for vehicular application may find success first. Electrical motors are very torquey at low RPM's; well, they are practically RPM-independent. The large format also helps fuel cell adoption.
It's hard to build a diesel engine without the NOX and soot problems because the way the combustion takes place, and the higher operating temperature.
Meanwhile, sprawl and low gasoline prices are good ways to reduce diesel fume's detrimental local effect on human: less diesel buses, and more areas to plant trees to filter and break up the exhaust. A diesel bus produces more pollution than 120 passenger cars; when was the last time any of us saw a bus packed with 120 people?
