You're only considering things for one speed. Double the speed, and the braking force requirements quadruple.
Lets say a Saab car and a SUV both stop equally well at 25mph on a slick surface. Double the speed to 50. The SUV's kinetic energy is going to get
into much more trouble then the Saab when things get out of control.
Strong brakes on a SUV won't do much if they can't be well applied due to the slick roads. Furthermore, lots of the SUVs out there have disc brakes in front and drums in back. (Nothing to do with ice, but just a comment on commonly observed brakes)
Simply having twice the mass (therefor traction) to counter twice the momentum doesn't at all help in a logarithmic situation like above.
