This is probably because, as he said, he was the only car on the road. Safe speed is a relative thing. Traffic, road, car, tires, driver and quality of driving all play a role. We have all been taught that speed is the most important factor, because this is what is enforced. I believe it is enforced because it is enforceable and quantifiable. Which is more dangerous, driving 85 in a 65 with nobody else on the road, or tailgating someone in heavy traffic at 65 mph? The answer is that we don't know, because the research hasn't been done. But I can tell you I worry more about the latter when I'm the car in front, rather than worrying that Roman was speeding on the Mass Pike when there was nobody else around.
IMO, most drivers leave too little room for error and have no regard for the safe flow of traffic, as long as they themselves get there. This results in numerous dangerous practices, only one of them being speeding in an unsafe situation.
Most drivers drive badly at the posted speed limit and are not paying attention. It's not just cell phones; it's lack of attention and lack of understanding of what could happen.
