The engine most of the 90's-02 Golf/Jettas have is a simple little 2.0L 8v (110 hp). My wife has one (a '99). Its a nice enough car, and reasonably safe with side airbags and ABS, but I really wish I had waited around for a mid-90's 9000 instead. You can haul more, go faster, its much much safer, and I'm sure it does better than the 22mpg our VW averages. If she really wants a VW, I'd say you've be better off looking for a TDI model.
The oil consumption problem comes in two variants. Minor signifigance variant that most 2.0 4cyl's (and some 2.8 VR6's) seem to have is oil consumption of 1qt/2-3000 miles. This is what I see in my wife's car (w/ mobil1). The more severe problem is that a very short model year range (think 01-02, specific VIN range) had the Piston rings installed in the factory upside-down. This is where the dealer specified oil-consumption test comes in and where the rebuild at VW's dime occurs.
Yes, it is a wussy little engine.
