Hot exhaust gases flow faster and that is something that header wrap does, traps the heat inside and allows the gasses to remain hotter and that speeds up the velocity of the gasses and as a result, will spin the turbo faster, etc.
I have often noticed that the second dyno will be the better one because the first dyno run did not have the turbine up to the optimum temp. With E85, the egts are much lower and to reach peak numbers, it will often take a few pulls to get the turbine and egts to their optimum levels.
This is nothing you really feel on the road too much, but might notice if you did a pull and relaxed and then did another pull, the car would feel faster the second pull once you got some heat into the turbine.
