it's impossible to tell. The peak torque and hp numbers are smaller, and unless they've significantly widened the peak torque band (doubt it), or radically increased the redline (I think they made a little progress here, but I could be wrong), made big improvements in drivetrain efficiency (doubt it), or shifted more weight to the front of the car (maybe), the car will be slower. I haven't seen any weight numbers. Should be heavier than the hatch though, although this is very slightly offset by a lower CG.
I believe I've read that the Cd is a bit lower, but I don't think it's enough smaller that the smaller hp engine will rival the SE's top speed. The 6spd manual should help vs. the 5spd, depending how they do the ratios...The numbers Saab quotes though for 0-60 (7+ even on the vector I believe) are one clue, though obviously not a complete indicator that this is a slower car than the SE or Viggen, even in it's most performance oriented form.
Saab isn't shooting for a performance improvement with the new 9-3, at least in terms of "performance" indicating acceleration or top speed. Some are saying performance is better with respect to handling & drivability though, which in many ways are more important than straight line acceleration. But to me the key thing Saab is doing with this car is what they consider an image improvement.
If we're talking drag racing, the old 9-3 will wipe the floor with the new one.
