I don't have much experince with my 9-5 in snow since I have had it less than a month but other SAABs have done well.
Snow tires always help. If your sliding (through intersections or whatever) to a greater degree than with other vehicles you drive that is a good indication that either it is very slick (as you know living in MN winter conditions aren't consistent and can vary greatly) or the tires aren't up to the task as being non-AWD is not going to effect braking.
For snow tires definately go with them mounted on seperate rims. Much cheaper in the long run and unmount and remounting tires isn't good. Saab sells a package for ~ $950 mounted on alloy rims. As far as the price just remember that your extending the life of your other tires and delaying replacement so it really is only about half that amount in additional expense. You can also get cheaper packages on steel rims from places like tire rack.
For getting up snowy hills TCS/ESP off switches can sometimes help keep momentum by allowing some spinning. Just turn it back on once up for the additional safety offered.
