At a minimum you should replace the DIC. The Saab 2007 version of the EPC specifies P/N 30 583 218 for model years 2000 - 2005 with a note that the superceding P/N 55 559 955 should be used. The superceding P/N is the same one used for MY 2006-2007. In all cases the correct DIC is black, not red. I know of no information that specifies the effect of using the wrong (red) DIC in the 9-5.
The correct DIC is available from eEuroparts for $232. Further, eEuroparts states, "Installation & Technical Notes:
We only sell the latest version of this part (p/n 55559955). This will not replace a red cassette(9178955)."
After replacing the DIC, then proceed with further diagnosis of remaining problems. First, ensure the the throttle body IS NOT in limp-home mode; reset as necessary.
You may have other problems; however, using the wrong DIC may mask their true symptoms.
