From what you are describing the car has gone into "Limp" You will also notice in this condition the Cruise can not be engaged eithwer it could be something simple or it could be worse. 1. if the car has a red Cassette it won't start and run correctly. Pull it off and check the SN and date of manufacture.it should be PN 9197559 if the SN begins with D09757 it is one of the units to be replaced by saab on the recall list but I don't think you are talking about an ignition problem. Reset the limp and check it out again. The reset is pretty simple.

1.0 Remove the black cover on the left side of the TBA' (Left side looking aft)
2.0 Remove the drive by cable cable.
3.0 Disengage the large spring from the black cable drive wheel.
4.0 Rotate the small black wheel with the notches next to the TBA to the rear or anti clockwise while holding the cable wheel after a little, maybe 1 radian of travel, a definite "Click" will be heard then check to see that the silver metal lever no longer follows the cable wheel when you rotate it clockwise.

Re assemble things by renagaging the cable and reinstall the cover ad you should be good to go. The Cruise will now work and the tcs should not illuminate. If you do not go through the reset to remove the car from "Limp" it will not improve you are down on performance and trying to push it will light up the dash like a Christmas tree. Just don't get hasty and start buying expensive parts until you have exhausted your DIY Tasks and Skills. Good luck
