This seems to be a common problem, I see it on this board all the time.
I have the issue as well. The general consensus is that the baffle in the tank has come loose. Some folks say it's the sending unit. I'm convinced that it's the baffle because it always happens to me when I fill the tank up. I'll be on Full, then it goes up and down several cycles until I get to about 3/4 tank. Then it seems to be fine until run-out. It doesn't do this on every fill up, maybe 50% of the time.
I recently read a post where a guy reached in the tank at the fuel pump access and just pulled it out, (messy job for sure). Probably a fine thing to do although you might notice some fuel sloshing around.
I've elected to do nothing for now. The hazzard of this, (from reading another post) is it can potentially wrap around the fuel pump and burn it out, (the poster claimed this happened to him). I could probably find it if I did a search, it was about 1-1/2 years ago.
It seems that I see this once a month on these boards.
