"Launched in fall of 2009 as a 2010 model would mean that we'd not be getting any in volume until spring, 2010. But this time, the 9-5 launch will be preceded by the Opel Insignia this fall, built on the same Epsilon II platform and in the same Russelheim factory. Thus, any assembly line kinks should be well ironed out by then, and the bits and pieces will all come from experienced suppliers. The drive train all exist currently (I expect the 2.8V6T and either the current 6 speed a/t or the newer GM 6 spd hydramatic to be the first year's sole USA offering).
So in a word, yes.
