Demand for diesel is up in the US as "just in time" manufacturing and small-batch truck transport have replaced warehouses and rail-car batch transport. Note that locomotives use heaby "bunker" oil rather than lighter, #2 or #1 fuel oil.
Demand for diesel is up in Europe, where compliance with the Kyoto treaty has motivated a large, tax generated price increase of gasoline over diesel fuel, hence the large percentage of diesel powered cars in Europe. Europe's surplus gasoline comes here.
The amount of jet engine fuel used, closely related to diesel, remains staggering, although that will begin drifting down at the end of the summer travel season as airlines accelerate mothballing their fleets.
Cost of production of diesel fuel has increased due to the limits on sulfur in the fuel.
