But they don't need to. Neither do the dealers "need to" use the book except when back charging for warranty work. shops can charge "actual clock" time or fixed price per job based on the shop's experience, rather than book time. Techs can be paid "book time", salary, or hourly. It's just that "book rate" has become the dominate mechanism for both. The advantages are that it's an "independent" agency creating the charge rate, and the "book rate" rewards higher skill level techs. The disadvantage is that it encourages "short cuts."
