I don't understand why you say you have to adjust to it's workings on the rain sensing wipers.
1) if you don't want them on, don't turn them on. Leave the lever in the "normal" position (roughly horizontal). Push down momentarily for one wipe, first click down for slow, second click down for fast.
2) if you use them (lever all the way "up"), do adjust the sensitivity slider on the stalk. Somewhere in there, you should be able to find a sensitivity that works for you. I tend to have it on least sensitive, because having it on most sensitive, you might as well have the wipers on normally.
3) last time I went through a Tech 2 menu, I could not find anything about the rain sensing wipers. But a 2004 might be somewhat different in that respect to the 2002.
my single complaint about the rain sensing wipers is that they eliminate the one wipe after wash feature. You can turn that on in Tech 2, but the wipers are given over completely to the rain sensing wiper controller, so you don't get that feature.
