Chuck never tested the "original design" as it never made it to the US. I have heard briefings on what it takes for a car company like Saab to meet worldwide standards. The staff for such an effort includes a gaggle of lawyers just to wade through the laws of each country (and in the US, all 50 states). I'm not excusing Saab on this but they sell cars in more countries than any other single GM product. That is a mountain of requirements for what was one of the World's smallest car companies at the time the 9-5 was designed. GM entered the picture after that so I'm not sure what influence they had in the direction GM-Saab took to correct the problem.
