Well actually, the cutoff line (left side) of the low beams should be 3 inches lower than the center of the headlights at 25 feet. That works out to a 1% drop, or 1 foot at 100 feet. If not, your high beams will be in the trees and you will be getting flashed by oncoming drivers every time you hit a bump or crest even the smallest hill.
