Saab offers owner installable options in other regions of the world and have provided openings in the dash for installation of the switches necessary for these features.
One such option is front auxillary lighting. A large bar spanning across the front of the car with two massive floodlights. I cannot imagne where owners may need such a thing, (Australian Outback, or Saudi desert?) but this is available as an official Saab accessory.
Since Saab models typically have a long life (the 9-5 is currently in its 12th year!) the dash designers may have wanted to leave spaces for future options no one had yet considered.
