cam timing sounds right. with the crank centered, the cams should be slightly before the marks.
lifters, i guess you check by pushing down on them when they are assembled. if they are squishey they may be bad
WIS has a description on how to check them.
i replaced two of mine that seemed questionable.
you can clean the head yourself.
but to get the exhaust side really clean you might need to take the vavles out.
i was surprised how much carbon was caked up on the back of the valves and the runners.
you'd need to get a valve compression tool, etc.
then you could do the valve seals yourself too.
i did mine, it wasnt too bad.
but that will probably add a day or two to your project.
