Car is a 2003 9-5 Aero

My A/C fan started getting slow last summer...by the end of winter it was pathetic, like there was little person trying to blow air through a straw. I didn't care much, but now that summer is upon us I want to get it fixed.
I have been told that it's the fan blower, and that it is an easy replacement. My question to anybody who has done it, is it really easy? do I need any special tools/supplies? Or is it something else? There are no codes......

Secondly, the Temperature that the A/C blows is NOT COLD, even in the LO setting. It seems that I need to recharge the system. The last time I had to do that was in a C900 and it cost an arm and a leg because it needed the conversion from Freon to R-134. How much does it cost at a shop to do the recharge? rather, how much did YOU pay the last time it was done in your car? I have also found this product at BJs, it comes with two cans and a pressure gauge, for about $25. Does it really work? Is there a risk of damaging the system if used? It's full synthetic (I don't know if it matters) and it has a "leak sealer and moisture and acid eliminator"...It promises a lot and I am always worried about such products.

Please help...
