Liberally squirt your choice of fluid around the bolt holes so it gets on the mating surface. Do the same with around the hub hole. Let it soak. Replace the bolts but only put them in about 3/4 of the way.
Now rock the car laterally. Hard. Get someone on the other side and coordinate pushing and pulling. This may break it loose. This has worked for me.
I've also heard of people putting a floor jack sideways on the ground against the wheel on the opposite side, using a 4x4 on the jack pad, and pumping the 4x4 against the stuck wheel. Have not tried this. YMMV.
Once it's off, use a wire wheel on a drill to clean all the mating surfaces (on all wheels). Apply anti-seize grease or caliper lube to all the mating surfaces. A skim is all you need. Then you'll never have this problem again.
