I would get both sides to 610mm. You have a sagged left spring for sure.
You could cut down the "lifters" I like the word spacers or shims, that is what racers call them.
Or use a set of the 3.56mm shims to get up to 610 without the "lifters". Sounds like the shims on eBay will sit on top of the upper lip on the Konis. This works fine functionally, but you might not like the way it looks. the shims have a 44.5mm inside diameter, so they fit the shock but not the upper lip on the Koni perch. You could file or machine the inside diameter out.
Once you get it right you will not believe how well the car works.
Look up Saab 9-5 rear coil spring spacer kit on eBay.
