I've come to the conclusion that tow ratings are kept artificially low in the United States. This is probably because we are a litigious society, also it helps reinforce the myth that trucks are needed for any kind of light towing/hauling. When I was in Sweden a few years ago it was not uncommon to see a Volkswagen Golf towing a small camper or a Volvo wagon towing a horse trailer. I can't think of any examples offhand, but I know I've seen comparisons between tow ratings for identical vehicles in U.S. and European markets and they are higher in the latter.
That said, I don't think you'd have a problem towing a C900 behind your 9-5, just use common sense -- don't go really fast and leave plenty of stopping room. I flat towed a '70 96 more than 2000 miles behind my 5-speed 9-5 Aero wagon last year, honestly I could barely tell it was even back there. Granted, a 96 only weighs about 800 pounds less than a C900, but I can't imagine a C900 would be bad to tow at all.
