Most certainly FAR under-rated. As Stephen pointed out - the exact same 9-5 is conservatively rated to pull 500lbs more on the other side of the pond than here, and compared to most cars its size, the US market 9-5 is remarkably generous. After all, until recently Saab did not have an SUV to sell to you. Note that the mighty Ford Crown Victoria, which was rated for something like 6-7K lbs in the pre-SUV era, is down all the way to something like 1200lbs now. Despite EVERYTHING on that car from engine to brakes to steering being better now than 20 years ago. Ford would rather you gave them the extra $5K profit margin in an Exploder.
The trick is use your head. If you are towing a wieght equal to your tow car, GO SLOW. 50mph max. Even slower down steep hills. Load the trailer properly so the wieght is distributed properly. Leave PLENTY of distance between you and the next car. And then leave some more distance. If the roads are slippery, stay home or hole up in a motel.
I've towed a 3500lb Land Rover 88 on a 2000+lb flatbed trailer with a Volvo 740T. Utterly drama free, the Volvo towed the load better than the GMC Jimmy (that we used to pick the thing up with) towed the empty trailer. Lower center of gravity, wider track, and infinitely better brakes. And typical of UHaul, I don't think the trailer brakes were doing a damned thing.
That guy you saw roll over was flat doing it wrong.
