I've witnessed a trailer wagging the (underrated) tow vehicle, followed by a jack-knife and rollover, then helped pull the driver (wheelchair bound no less!) out of the wreck. It was amazing no one got hurt.
The ratings exist for many reasons. Braking is only one reason. One must also soberly consider the size of the tire contact patch on the tow vehichle, the rigidity of the frame of the tow vehicle, properly sized and pressurized tires, etc.
