Have you replaced the gas cap? Seems like first step.
I question your SAAB guy's comment about CEL. Mysterious CEL's don't seem to be a common on this BB.
ditto Johnson's comment about driving habits, they can have big effect. My commute is mostly highway, but the car is also primary family hauler, so plenty of city driving. I've averaged 23+ for years (same with my 2002 Aero SW), but with recent gas prices I've lately kept the hwy speed down from 75 mph to 70 mph, and I've picked up another 3-4 mpg.
How long have you had the car? Has the mpg changed?
Vibration (in Drive) with the 2.3 has always been a hit-miss thing. Could be motor mounts, but I found my (then) brand new 2002 with excessive vibration. It was intermittent. Nature of the beast, I can live with it.
Lift gate struts aren't too bad, if you're a DIY kind of guy. A helper can be avoided with proper support. I cut-to-length a heavy cardboard tube used with large-format printer paper. 2x4 would also suffice.
