You will always find a connoisseur that have very specific wishes and one pad does not fit all people.
I have not seen any specific real data from brake testing to back up your statement but it make sense in some ways.
But the testing would have to be done in a way where the force applied to the brake pedal is constant and then measure the brake distance after that.
Because usually what happens and that brake systems are dimensioned for, when you use a harder pad, you step a little bit harder on the pedal and the car stops at the same distance anyway since the hydraulics and booster is still capable of stopping the car to the point where the ABS system kicks in.
But I can tell you that I do feel a difference on the regular 9-3 when using the Saab Akebono pad in that the pedal gets a little bit harder. On the 9-5 I don't feel any difference at all.
On the Volvo XC90 which eat front pads for breakfast, lunch and dinner I don't feel any difference at all and the suction feeling that the car sticks to the asphalt is the same between genuine and Akebono pads.
So depending on the hydraulics, booster and the whole brake setup, it is some differences.
Your Viggen have it's own very different master cylinder and booster so I can't say how it would work for you but I have put the Akebonos on other Viggen without having any complaints. But then again many are so happy with being rid of the dust so that might cloud their judgment.
