The rule you cited used to be a problem as auto makers offered special California Emisisons Control packages as an option for cars sold or registered in CA. As more states adopted these stricter standards the automakers made all cars 50 state compliant.
Jack shold be able to view the window sticker of his car on-line as see the "50 State Emissions" statement printed there.
