Mu subject line shuld have been all NEW cars are 50 state compliant. There are exceptions to every rule of course.
California has a very old age date requirement for vehicles to be "grandfathered in" for registration without meeting their emissions requirements, which means there are lots of older model non-California spec cars which will cannot be registered in California without major re-work of the emissions systems, or complete redesign of emissions system with certification by an approved testing company. This hits hard at those cars considered collectible but not quite a classic. or those cars produced in such limited quantities that the manufacturer never ciertified the car's emission system when new.
But for new cars it is no longer an issue.
