Not sure about the ARC... with the L4, if the crank shaft position sensor fails [CPS] the engine management system does not have any idea that you are cranking the engine and it then will not power up the fuel pump. From the fuel pump fuse, you can detect if the pump gets energized while cranking. Or check ohms to ground thru the pump. Wires can be damaged from rodents. Might be good to check continuity at the pump.
Pump should energize for a second or two when you turn the ignition on, then turn off. You need to listen for that.
Have you read the posts found via the search function? I have not seen your fuel tank full question before.
Work outside of your garage, disconnect the batter before opening the fuel pump ring. Note that the fuel connector elbows are quite brittle. You will need a submersible fuel line to connect the pump to the mounting plate.
There is a pump at Advanced that is functionally identical and cheap, search advanced fuel pump. If you get the whole pump insert, that is expensive.
