I changed my fuel pump when the gas tank was full. The key is to have a large pan, like an oil change pan, next to the pump when you pull it out so you have somewhere to set it down. Put some old towels next to the opening to catch any drips. If you get gas on the carpeting it will take a couple of days with the windows open to get rid of the smell. It goes without saying that you want to remove the pump when the car is outside with the windows or doors open, and disconnect the battery.
You will never be able to siphon the gas out filler tube because there is a flap valve in the tank where the filler hose connects to it. I suppose if you really wanted to spend the time draining the tank, you could unscrew the ring on top of the fuel pump and pull up on the pump far enough to stick a hose in the tank. Then use a hand pump to extact the gas. I assume you would have someplace to put 18 gallons of gas before you start.
