P0420 is caused by insufficient change in readings between the front and rear O2 sensor. It usually means the Catalytic Converter is not working properly. But.....
Your codes appeared after replacing a sensor with an aftermarket brand, twice. The OEM sensors are made by Bosch and have a Saab specific connector. Off brand sensors are cheaper, generic sensors which have bare wires rather than the specific connector are cheaper yet.
Your suspicion of the J16 ground point may be spot on. Before I spend anymore money I would replace both O2 sensors with new Bosch units with the proper connectors. D-I-Y work costing under $200 for parts. Not as cheap as inspecting and cleaning the grounding point but much cheaper than a new Catalytic Converter.
FYI - I have two WIS documents loaded on my home computer, the 2000 and the 2011 versions. Neither WIS identifies the P0190 code in its index. This absence seems unusual to this D-I-Y'er.
