Tie rod ends

Does one have to change the tie rod ends when the boot fails? I changed both on one 9-5 when that happened and it didn't seem to do much. I've got another with both boots torn. Change them or leave them alone? Any thoughts on Proparts Sweden, Febi, or Moog? Last time I used Moog ES3644. That fit the 03. There's an Amazon review suggesting this doesn't fit 99-01 cars. Does anyone know?
Last time I used a pickle fork. Will any threaded remover work or do I need a special variant?
