Unless they are worn - and you can test for that - why would anyone consider replacing tie rod ends when a boot fails. It's like when a CV boot fails and the parts stores tell you it's just as easy to buy a reman axle than to clean out the CV joint repack and install a new boot so buy the reman axle.
Maybe I'm spoiled living in CO where it's relatively dry and little road salt but I don't see ball joints tie rod ends and stuff like that showing much if any wear. Sway bar links a different story and most CV boots will fail given time - but if you catch it early then it's only the boot and a repack that may be needed.
