Well I think it's simple - if they are not worn don't replace. I'm assuming in CA like here in CO they don't have annual vehicle inspections where because a rubber boot is torn the station will say "we have to replace the tie rod ends" Years ago these things wore out but they are on the whole much more robust.
I grew up in NY and also lived in PA for 4 ungodly yrs where they have annual vehicle inspections and it is the biggest most corruption prone fleecing of consumers I ever care to experience. When I moved to PA and took the car in for inspection they came back with brakes, tires, hole in exhaust, too much tint on the windows and god only knows what else. Well the hole in the muffler was less than dime size and their rules say you cannot patch any size hole - you have to replace - but I patched it and took the car to an honest inspection station where they only flunked it because my windshield wipers were "worn" it didn't need brakes tires and what not
In states that have abolished annual inspections there has been no rise in accident rates owing to mechanical things that inspections check for . When I mentioned the state inspection to PA residents most were resigned to getting hit with some level of repairs every year and they shrugged saying they used to do it 2x a year. It was like humans being fed to the Moorlocks in the time machine, totally resigned to their fate of being fleeced yearly
