No not at all saying all shops are dishonest - likely most are not but it does offer the potential for taking advantage. Inspections have some good points because they do force people to correct potential safety issues - but it's very much a point in time thing and a good many states that had then abolished them because statistically they don't reduce auto accidents very much if at all.
So it took my car to a shop where the owner was married to the lady who was baby sitting our kids 5 days a week thinking this guy would at least be fair - but the brakes were getting worn but legal, ditto on the tires but he flunked it for both and I actually contacted Harrisburg about the hole in the exhaust - and to my amazement a car can be failed for any hole irrespective of size and absolutely no patching is allowed.
And failing a car because a boot is torn - lets be serious here. Gotta love PA with their prohibition repeal era liquor laws and the state run the stores and fixes the pricing - at least that's the way it was in the 80s, separate stores for beer and liquor.
