If you get the belt free of the pulley and spin it with your finger; if spins freely the bearing is dry and can fail soon. If it comes to a stop quickly, that is from the drag of the grease and it is good condition. When a bearing's outer race is spinning, the grease leaks through the interface of the seal to the outer race, as a result of centrifugal force. Note that this effect increases with the square of the RPM's, so a small diameter pulley really makes this worse. The design is deeply flawed from a reliability point of view, but it is cheap to implement. Could the bearing seal to the outer race be improved? I think that one could apply a bonding agent or sealer. I did try that once.
